Crystals at Base of wall about to paint

I'm about to paint an external solid wall with Sandtex stabilising solution and paint.

There's an area at the base of the wall below the dpc where there is a layer of salt like crystals (salt?). The question is how do treat this area? Stabilising solution or something else?

I've taken a picture which I'll post once I've worked out how to do it.
