Damp at base of plasterboard

Hi all, we have just noticed a small spot of damp at the base of a ground floor plasterboard wall. The wall is in an extension which is only 6-7 years old. The wall is a boxed in stud wall against a brick external wall which has a DPC fitted. We've never noticed the damp before, including during some very wet winters, so this is a new problem.

When we took the skirting board off we found the plasterboard goes all the way to the concrete floor, which it looks like is a no no. Would you have any recommendations on what we should do to figure out why the floor is wet to begin with? Thanks for your help.

That's one for the electrics forum, and the first aid forum.

I suspect the cables will be dropped or horizontal though in an extension. But my liability ends at the end of this sentence.
