Damp concrete floor

I have noticed damp on one area of wall near the floor and after lifting the laminate floor found that the underside of the plastic sheeting (between laminate floor and concrete) was very wet. I have central heating pipes under the concrete, so dug up the floor expecting to find a leak, but none is evident.
Is the central heating making the floor sweat under the plastic? If so is this normal?
The concrete floor is less than 10 years old.
I am looking to put a wooden floor down eventually, but obviously have to resolve this problem. Any suggestions would be appreciated.
 
damaged or bridge in your dpm maybe. Will need to uplift flooring and test floor with correct equipment ( hygrometer) and maybe install surface dpm.
