Damp? Condesation? Mould

Can someone give me advice I am decorating my sons first home I have painted white walls but in some of the rooms stains are showing I have tryed stain away a few different brands but they are still showing and in some rooms the paint wont seem to stick to the walls this is in the bathroom i have used bathroom paint?
there are also built in cupboards which seems to get damp how can i stop this or seal it in? again I tryed a mould blocker now a section has mould in i feel like its beating me there was a problem months ago on the roof but the problem was fixed but the stains and damp dont seem to have gone any advice would be greatly recieved

I'd close all the doors and run heat, fans and a dehumidifier for a week or so to encourage evaporation.

Any loose paint areas should be stripped and spackled smooth.

Wait a few days for that to dry.

Buy a STAIN BLOCK PRIMER. Oil base works best.

Use a latex paint with mildewicide.
