Damp in corner of garage

Just noticed a patch of dampness near rear corner of garage floor.
Garage is 5 yrs old, cement floor. DPC runs along bottom of breeze blocks. I raked away the chips from the outside of garage & all the way along builders seem to have put polystyrene in plastic - is that normal? (See pic).
The soil level outside doesn't appear to be higher than DPC.
Is this anything to worry about? Is there something we should be doing or getting someone in? Thanks in advance.
