Damp in the garage

It's been raining and I went into the garage and saw this, that's where I'm planning on putting my new gym equipment!



I looked outside the garage and this is the gap between me and the neighbours:



Below is the other side of the garage where you can see the garage is on a platform.



Can I put a thick layer of concealer on the outside of the garage where the wall meets the floor? Will this stop the damp comping?

Yes! run a fillet of mortar around the perimeter of the garage tilting from garage to edge of slab, this will help divert water away from going under the panels.
