Damp on exterior rendered bay

We have a rendered bay window on the first floor with lead flashing top and bottom. Penetrating damp is causing flaking and mould. The damp appears to be coming up from the flashing below, rather than entering on the face or dripping down. We are having to decorate each year. Others along our road seem to be in the same boat. Any solutions?
 
My first thought would be to inspect the sealing between window sill and the brickwork / flashing.....its going to be awkward I know, but is there any chance of a pic from outside and inside?
