Damp - on freshly plastered painted wall

Hi,

We recently had our dinning room replastered. There were a couple of points in this room where the plaster had to be applied extremely thickly. I have since painted this room but in the places where the plaster went on thick there is obvious damp coming through.

Is this because these places were not fully dried out, and what can I not do to fix this problem?

Any advice welcomed, thanks.

It is as simple as that the plaster was not dry enough before you applied the paint,still trying to think of a answer to you're second question :)
