Damp Patch under solid oak floor

Just found a damp patch under my oak floor; it's all suspended timber but this particular corner has a concrete section going under the wall. I believe this area used to be a floor-length sash or a doorway to the outside.
Could it be rising damp? I don't think it's wet enough for a burst pipe.
