I'm currently building a garden office from timber over and area of decking in my back garden, my plan is to

take the decking up where the office will be
insulate between the joists
lay a ply wood floor
lay a final floor (as of yet undecided)

my question is do I need to put some kind of dpm layer under the joists,
bearing in mind the joists that the building will be sitting on will in turn be sitting on top of more joists joists which are suspended form the ground by posts.
there will be airflow under the building too
