Damp stains

Hi,can anyone tell me if it is necessary to use a damp sealer over dried damp patches or can I use any stain block like b.i.n or coverstain, many thanks
 
If only stains from previous water damage and now dry, then just stain block.

If the area is still damp then it needs treating, but ideally the root cause curing to remove any risk of further damage.
