Damp wall in basement flat

I have a basement flat in which only one wall is actually below ground. There is a damp problem which is recurring in the bedroom, presumably as moisture penetrates from the ground on the other side of the wall.

I received a quote & explanation of the work needed from a local builder....

I suggest to solve this problem timber battens are fixed to the wall with a damp proof membrane behind them. To the battens then fix 12mm, foil-backed plasterboard floor to ceiling. This will create a a cavity wall which will then be free of damp or mould

Is this an adequate solution to the problem? To my mind this is simply going to mask/hide the problem which could get an awful lot worse without my knowing.

Does anyone have any opinions on this advise?

Oh and the estimate for this was £500.

It all depends. Personally I would have thought you need to tank it out with oldroyd membrane or similar. If you start throwing on render etc it will move te problem on.
 
If i was you mate i would get a quote and advice from a plasterer ( in person ) and also from a person who specialises in damp proofing/tanking.

Not saying the builder is wrong or right, but damp is a knightmare, and if you don't fix it right first time your opening a whole can of worms.
