Damp/Wet Floor

Is there anything i can treat a damp/wet concrete floor with before laying ceramic floor tiles.

Also, is there anything I can add to a sand/cement mix that will make it set quicker.

You got to find out what causing the damp in the first place before you do anything otherwise long term problem ahead.Usually broken dpm sheet.
