Tileing over particle board floor

What type of sealant I need to use or preping need to do for particle board floor, before laying the ceramic tiles. Since the tile glue (cement mix) is water based.
 
PVA adhesive will seal the floor so the tile adhesive will stick properly.
I presume in the states it will have the same name as in the uk,if not its the white wood glue which dries clear.paint it all over the floor and leave it to dry before fitting the tiles(+tile adhesive).
