the external photo makes me think there is a pipe coming through that wall, perhaps from a bathroom above. the internal picture makes me think there is a LOT of water in that wall.
I'm guessing not just penetrating rain, but a plumbing defect, perhaps a cracked pipe or a loose joint, maybe even on the elbow.
have a look under the floor above and I bet you will find the source of wetness.
