Decking stain

Hi anyone know if i can treat my new decking tiles with an ordinary fence stain prior to coating it with decking stain preserver as the colours on the tiles are very differing and not sure the stain would even up the differing shades.
 
The ordinary fence stains are water based and if this is used you wont be able to put a decking stain on top as that will be solvent based and wont penetrate into the wood. The water based stuff will flake off after 12 months.
