decommision electric cables. what if they are stuck in wall?

If I were to decommision an electric cable e.g when converting wall switch to ceiling pull switch, what do I do with the old cable running down wall when I cut it to join to the new ceiling pull switch to light??

If I can pull it though to the ceiling and remove it, then great.

If I cant? what do I do with it according to regulations??

How many cables are at the switch? If it is just one then you can disconnect it from the light fitting/junction box and leave the cable in the wall and just run a new cable between fitting/JB and the pulls switch.

If there are a number of cables with the neutrals* looped at the switches then it becomes more complicated and unless you fancy redecorating the room will require a blanking plate and some terminal blocks.

* I actually mean neutrals, not the switched live which might happen to be black/blue.
