What would have happened if every one of those companies and trade associations had said "****-you, we are not going to do that. Oh, and BTW - the press release exposing what you wanted us to do has just gone out."?

One company breaks ranks, they are in trouble.

Every single one does and it is the Govt in trouble.
 
NDAs are extremely common in every day business. If they are working on confidential plans it’s not unreasonable for there to be a confidentially agreement. A gagging order is completely different.

can anyone find a high court injunction relating to this or is this nothing more than media spin on normal business practices?
 
Why would they agree to sign these NDAs? What's in it for them?

Why does anyone apart from brexiters want to keep it quiet?
 
NDA stands for Non Disclosure Agreement.

They prevent signatories from disclosing things.

Therefore they are gagging the signatories.

Therefore they are gagging orders.

I can see what MB and John are saying. A "gagging order" is an order, I assume, by a court.
But a NDA is merely an agreement drawn up between two parties, without the need for a court process.
One would assume that solicitors are used. But I assume it is perfectly possible to do a DIY NDA.

A non disclosure agreement can be nothing more than a promise, which in law is valueless. The vast majority are often implemented in this way, intentionally or otherwise. They do not prevent disclosure, they define confidential information and set out how it can be disclosed. They are nothing more than an understanding between parties. There might be future commercial consequences for breach (e.g. being struck off as a supplier), but that is as far as it goes. The better ones form part of a contract which can be binding, if all the necessary elements to be a contract exist. In this case damages or commercial dis-incentives might be payable in the event of breach. It might still end up in the high court (to agree damages) if there is no prior agreement on quantum (e.g. no defined liquidated damages clause).
A gagging order (the name is the give away) is an injunction (order) issued by the court. Breaching it, can be contempt of court landing the guilty party in hot water both financially and criminally. They are entirely different in law.

There can be all sorts of proper reasons why something might be regarded confidential. The parties may literally be going out to negotiate supply contracts and not wish the other side to use the confidential information as leverage. It might be simply to stop idiots in the media spinning the facts. e.g. going on about "gagging orders".
