different between SBR bond and Stabilising Solution

Hi I just grind the external bricks in my house and I have been advised to brush the bricks with an Stabilising Solution.

After I used this stabilising can I apply a normal water sealant?

I also going to paint the external windows architrave that has been replaced for a new mould of sand and cement.

I have been advised to used SBR bond prior to paint the windows.

Just reading the description in both solutions seems to me like is almost the same.

can you tell me the different based on the application that it's going to be used for?

Stabalising solution is for powdery walls.
 
it means I should not used? There was no way to clean the bricks with acid so i had to grind the wall.
