Dips and cracks in asphalt roof

Been putting this off and putting this off but one day I need to fix our flat roof. Water comes in through the cracks but I just fill them with black bitumen from a DIY shop and they stop. I'd like to get it redone - it's approx 20yrs old but money will not allow this at present.
Questions:
1. Can I just get up there with a paint-on substance and do the whole roof to last another 20yrs?
2. How do I fill those dips where the chipboard/ply below has presumably been wet years ago and dipped down?

If thats a chipboard deck, its going to need re decking. Looks like when the deck was fitted originally, they never left an expansion gap around the boards. Put some Cromapol on the splits for now, and get it done properly when funds allow
