Disabling TRVs

Is it possible to set a TRV to a particular setting & then disable it. Our granchild has discovered some "new toys" around the house & we don't realise until rooms are too hot or not heating up.
 
you can take the tops off and find a pair of locking pins hidden underneath - generally speaking :idea: 2 pins so it`s locked from going up and down in settings
 
Thanks sorry it's took me a while to reply, do the tops just pull off ? I can,t seem to see any fixing.
