they cant shut a footpath withought going through the full planning procedure as far as i know so they will have to find the money
Think it's not a case of permanent closure, but more a postponement until such time as monies can be allocated.
Am happy to bow down you your superior knowledge here, but is there a difference between "footpath" and "public right of way"? Hence would the latter necessitate immediate repair, and the former an intent to repair?
Rename it the FAR Canal ...early morning on the 9th September 2008 at 3:15am, the newly installed bridge fell into the blakewater canal.

we just need to be aware that they can shut a foot path if they can show no need for it !!!!
