Disease, fungus or moss, what is damaging my spruce tree?

I'm trying to find what is on the bark and branches of my blue spruce. It was planted a couple of years ago, has been neglected and hardly grows. It has some sort of blight, primarily from the bottom, branches are covered in a tight pale greeny white growth.It can be scraped off with a finger nail quite easily. I'm presuming that this is the cause of the needle drop on the lower branches. The needles on the top branches, with little evidence of this blight look much healthier. What is it and how do I get rid of it (apart from scraping it all off)?
