Domesticating car port

I've put up stud wall with insulation to comply with regs whilst converting the car port to domestic use, and boarded the ceiling. Do I get spread to do the walls/ceiling etc before dealing with the membrane/batten/ply floor?

Yes, building regs are fine with it.

Presumably it gets skimmed before the floor bats/ply etc go down?
