Dormer window leak

Last year I noticed the wooden window ledge had started to bulge. I removed it to find the walls were also damp. Water was coming in from the bottom left corner, between the window and flashing. I attempted to replace some of the external sealant - although this wasn't easy the limited space. I thought it had fixed the issue, but now have the same issue on both sides.

The seals look to be effective. One side is missing the sill cap. The drainage holes are unobstructed.

The only way I could replicate the issue was by flooding the external sill with water, causing the water to back up and enter around the window. I can't seal between the window and sill as this is where the drainage holes exit.

Thanks in advance for your advice.

Take a pic from out side, zoom out and indicate where the leak is. The close up's don't given any context and no way to tell what you are trying to show.

Attach cam to stick and take many shots. Then you will have some good ones.
