Double radiator with heat from 1 panel only

I have a 1600x600 type 22 double radiator with the panel at the back getting hot and the front panel only lukewarm. I've taken it off and ran a hose through it, banged it with a rubber mallet, add sludge remover to the system but no joy. Any ideas I could try other than replacing it?
 
Any fins on it?
If it's old without fins I would consider buying a single rad with fins or I prefer a type 21 rad if you really think you need the heat.
As for cleaner. I wonder if its really rusty inside and blocked?
Has it a link at top and bottom so water can bridge? I've had trouble with bottom only linked rads.
What about other rads and have you any inhibitor in the system?
What about clearing out the other rads while you are at it?
 
It's a type 12 with fins. I've flushed the system out and taken all the old rads off and flushed them outside. The water was reasonably clean. The rad in question is 27 years old. Will end up changing it I think as I'm out of ideas.
 
You could fill it with 5- 6% acidity cleaning vinegar off Amazon and leave for 4 days.
That will clear rust
 
Can you unscrew the socket for the bleed screw and see if there is a blockage preventing it bleeding?

What chemical did you use to loosen the sludge?
