Downstairs toilet lighting

Can anyone confirm exactly what constitutes a bathroom as regards light fittings? Would a downstairs loo need a compliant ceiling light as the only source of water is a handwash basin.....

Quite literally a room containing a bath or shower - where one might be standing in water.

There are no restrictions for a toilet with a wash basin.
 
A room containing a fixed bath or shower.

So your tin bath in the scullery doesn't count

And a ceiling-fitted lamp will usually be high enough not to matter (must be 2250mm above the floor) unless it is liable to be splashed or squirted.
