I am going to get a dividing brick wall between me and my neighbours garden ,there is currently a wooden small fence ...........the rainwater downpipe comes down between the two houses ....do the local council or water company have details .............also if the drains do run in the proposed run of the wall how deep will they be and can I build footings over it.
 
If it’s surface water (rainwater), it may just feed a local soak-away. It won’t be very deep & it’s unlikely either your council or the water company will have details of the surface water drainage runs on your property, they are only interested in the main feed into their foul drain; are there any manholes or inspection chambers nearby? Drain runs can pass at right angles under a wall but if the run is along & under the proposed location of the footings of your new wall, you should not build over it regardless of weather it feeds into the mains or a soak-away; either move the wall or the drain run!
