dudley turbo flush siphon

I went to a job to fit a new cistern handle as the plastic handle link had snapped off. The cistern still flushed by pulling the c link over the past few days. When I arrived the siphon had stopped working. It was a Dudley turbo flush which are two piece so it was easy to pick a new one up and change. The old one looked fine when removed but I changed anyway. Fitted the new one and the same thing happened. No flush.

What is going on? Any advice
