Adding some insulation, around the entire stat and pipe will have it reacting quicker, and more accurately..
Think it all seems to be working now. I've reduced the pipe stat to around 5 degrees and it seems to be shutting down now within about 20 mins of the frost protection kicking in. I added some lagging around the stat as recommended also.
