electric water heater problem

my brother lives in a 7 year old flat that has a large electric water cylinder.
recently the bath's hot water runs hot for a few seconds and then goes cold.the flow stays the same.
the basin and kitchen sink are both fine with the hot water running fine.
any ideas plese?

Does the bath have a mixer tap??

If so the hot water is letting by or not opening properly.......new taps
