BTW, what fault? What ballast? are you sure the replacement tube works?
 
Are you changing totally failed lamps or just faded ones.
The ballasts your using do a range of lamps and have more guts in them than normal ballasts, it possibly tries to adjust to the lamp and swopping them live confuses it, that's my theory anyway, part of the sales gumph for them states it restrikes after lamp replacement , which suggests that the unit shuts down on lamp failure and restrikes with a new lamp so obviously designed for powered up relamping, however removing a Lit lamp that has not failed and not Auto shutdown the ballast , may be a different matter.
