emulsioned walls felling tacky/sticky to the touch

Went to see an estimate and guy had painted the walls of his toilet.before it had been ok ....now they feel tacky sticky to the touch.
I assumed it was because he used old paint or that he didn't prepare correctly
The room is downstairs, its one end of the house and next to a bath/shower room. he also has a washing machine.dryer in there........dam i forgot about the damp they can give off.....although the dryer is vented.
he wants it tiling , but I'm concerned the paint wont give the grip.although im prepared to sand down if i have to.
 
Is that a question or a statement mate?
 
its a question as im nosey as to why it is sticky......i've only ever met it in greasy kitchens and this one is not a kitchen :lol:
