You are putting your decimal point in the wrong place.
11.2kg/m2 is .0112 x 9.81 = 0.1098 which = 10.98kn/m2.
Regards the factor of 10 we would multiply 11.2kg by 10 to give 11,2kn/m2. A few kn here or there are not making that much difference in load factor.
You have no live load, no floor dead load, only dead load of plaster board and skim plus any possible insulation load. The dead load of the joists will be included in the design
