Fan not starting

Hi,
Im working on a boiler which has stopped working and the lights on the front read indicate faulty APS.

However if I check the continuity of the APS it is fine and it changes state if I suck on the pipe.

The fan does not even try to start and there is no power to it. I have supplied 230v to the fan from a separate source and the fan works fine. I've also tried shorting the APS wires and starting and unplugging them and starting to no avail.

I can only think the fault is the PCB, if anyone has any other ideas please let me know.
