i'm sure i remember reading that in some city in china the authorities asked those who had run illegal cables to tell them so they could work out a soloution and that any cable that they hadn't come to some agreement over after a specified date would be ripped out.
iirc illegal communication cables are very common in cities in poorer countries because running them is so much cheaper than buying lines from those who can run them legally (usually state sanctioned monopolies) and the risk of getting into trouble is (or at least was) low.
