I'm going to paper a wall in our lounge, should I use lining paper underneath first, or just go right ahead with the top paper?

It's a new build with near perfect painted plasterboard Walls.

Many thanks.

If the wall is near perfect as you say then there is no need to use lining paper.Lining paper is used to give the wall an even absorbency rate all over. You already have this with the painted wall.
