Fiber/material wall paper will it help me with cracks?

I live in an old cottage (about 1900) I have had quite a bit of work done and I want to get to some normality!

I have had lots of walls skimmed but my stairway is cracked and uneven and also about 200 feet high (hmmmm... I'm female I don't do the measuring bit!) I once got hold of some material / fiber type of wall paper when I lived in Greece, I have looked in all the DIY places but not seen any - It comes in real long and wide rolls and you have to put it up with UPVA. Can anyone tell me what is is called and if you can get it here, and if you know what the H*ll I am talking about do you think it would cover cracks?

Oh and while you are here do you know how to cope with some idiot who glossed a ceiling? should I just emulsion over it! or cry?
