I removed the wall paper from a plastered wall and then painted the plaster with dulux once emulsion but it all started to crack and flake off. Do you have to treat the surface before you can paint over it after taking the wall paper off?

Sounds as though the wall was still contaminated by wallpaper paste when you painted it, hence the failure of the paint to adhere.

Remedy : sand wall down thoroughly until totally smooth, back to bare plaster if nec. Apply 2 coats of Zinsser Gardz to seal it and ensure paint adheres.

Then paint it again (at least 2 coats) ...but ditch the Once. It's the devil's paint.
