Painting and papering on new plaster

I need to part paint and part paper sections of new plaster. I know I Will need to size the wall before papering it. But what do I need to do before using one cote emulsion paint.

Also I have a section of wall that had paper on it, but it has been removed and looks like recentish skim. Do I treat that as old or new plaster?

You need to size the new plaster on the wall you are going to paper.
You need to apply a mist coat of emulsion to the walls you are going to paint, and thirdly dont use one coat paint thats the lowest of lows, apply 2 coats of good quality trade paint over the mist coated walls.

When applying the initial mist coat to new plaster - is there anything needs to be done to the walls first - e.g. dust removal - wiping down?

Just make sure they are clean and dust free and your good too go
