papering new plaster

Just had my kitchen units fitted and the walls/ceiling have been plastered
(skim coat). The plaster is still drying out so thought I would ask some
advice before further work starts.
I want to paper the walls in one area of the kitchen. Before I do this do I
just need to apply Size to the newly plastered walls then paper as normal?
Some areas are being tiled. Is it best to apply PVA to these areas before
tiling?
The rest of the walls will be painted, so will apply watered down coat of
matt emulsion etc.
Before papering or even painting how long would you give the walls to dry
out?
