Filling loop on hot water cylinder not working

I have a ThermaQ evocyl hot water cylinder as per the photo. Our boiler has low pressure, almost 0 bar, and I have gone to top up the system via the filling loop on the hot water cylinder, but when the loop is attached and both taps are open, nothing happens.

When you disconnect the loop and turn the right hand tap (nearer the cylinder) a tiny bit, water does come out. Therefore think the left one possibly needs replacing?

Would I need to purchase the valve that looks exactly like the 3rd pic (with arrow going down?) I am confused because surely if water comes out of the right hand valve, it should go through the left one I.e arrow should point the other way.

Any help would be much appreciated!

Take the hose off the right hand valve and open the valve with arrow,water should flow out. If it doesn't it needs replacing.

Thank you, I did this and the water doesn’t flow out. Shall I get a replacement for the one with the arrow then?
 
Check the lever is turning the spindle below it. Take the black handle off and try using a spanner on the square ended spindle. If it turns and still gives no water ,fit a new one.
