Fitting 700kg server rack to floor

I have 2 x 700kg server racks which are 1200mm front to back and 600mm wide. I need to fit it to a ground floor which consists of 20mm oak floorboards on top of a concrete subfloor.
I was considering some options, but which is best?
1. Remove floor in area of racks, fit 40 x 40 Unistrut to floor and secure racks to Unistrut.
2. Fit 20mm plywood on top of floorboards in area of racks and secure racks to Unistrut.
3. Fit 20mm plywood on top of floorboards in area of racks and secure racks to concrete subfloor i.e. no Unistrut.

Any ideas.

I would say option 1 - straight onto the concrete under the oak floor boards . Any wood is going to move - concrete won`t ;)
 
The wood will move with 1400kg sitting on it!

I'd be more concerned about what's under the concrete, or rather, what's not.
