Fitting a new syphon to a closed coulpled cistern/WC.

I have just replaced the syphon on a closed coulped WC and it is leaking between the cistern and the pan. I have now bought a new rubber donut to replace the old old, but I am unsure of the order of fitting.

When I took the old syphon out, the metal bracket and donut were pretty much stuck together, so I left them alone. So when I put it back together, the metal bracket and donut went under the syphon plastic nut. Is this correct or should just the metal bracket be attached to the cistern with the syphon nut ?. Then should I just rest the new donut on the top of the pan and lower the cistern onto it and then tightent he wings nuts ?
