Flaking Paint on Plaster

Hello, I wonder if someone could give me some guidence...

The paint on my landing is starting to flake off the walls; the paint was applied by the previous owners about 5 years ago and my suspicion is that they painted directly onto the fresh plaster without any sort of primer or undercoat.

I have scraped off some of the paint and the plaster appears to be sound, but I am not sure what steps to take when repainting it. Is there a product out there that I can paint over the existing paint without fear of the new paint also starting to flake off in the future?

I really don't want to remove all the existing paint as it would be a large and messy job, but equally I do want the end result of repainting to look good and last a long time.

Does anyone have any tips on what I could do to resolve the problem?
