I can understand some of the reasons for that - basically to get an order number you have to get your purchase approved by someone, whereas if you just go off and buy something and commit the company to paying for it....
I wouldn't suggest anybody went off and bought anything for their employer without clearing it with their line manager, or whoever has the authority to agree, unless it's already documented as an allowable thing to do.
