Flat roof, slow drip

Hi, I live in a flats complex, 3 blocks 3/4 stories high, flat roofs. 1970s built
Whenever we have any leak issues we get our roofer in and its sorted. Not this time
Reports of a leak , obviously top floor , in the kitchen. Nothing obvious except for a gap where soil pipe protrudes from the roof. Roof in quite good nick apart from that.

So roofer covered a large area with a new piece of felt etc.
Leak still there , cut a hole in the kitchen ceiling and could see a slow drip coming thru plastic/polythene membrane.
Not sure what to do now , any ideas please.

I have 3 ideas, see what u think

recover the whole roof on top of the old felt which does look ok
rip up the old felt and start again (obviously the most expensive)
use a sealant to cover the whole roof, have seen companies advertising this

any suggestions please?
