Flat Roof

I have just had my flat roof done using a 3 layer Gapp felt system. The 3 layers seem to have been applied flush to all edges then the facias have been overlapped with another 3 layers, on top of this. This seems fine except this has also been done accross the face that the water runs off into the guttering. This means I have a 4mm high lip of felt laid against the flow of the run off. Is this OK ?
