Flat roofing job - acceptable?

Just to check - is this acceptable from a professional roofer? I'm thinking not.

Had some leaks between the roof felt and the wall on a bay window flat roof - that is now sealed over with this waterproof acrylic, along with the rest of the felt which I didn't expect, but the finish is not smooth and water now pools all over instead of draining into the gutter.

To me, a non roofer, that looks as if its just had some form of waterproofing liquid/paint slapped on. Not a proper repair by any means but then again it depends on what you asked for.
 
Looks like cold brush applied tar from one of the sheds applied with his fingers. Might work though. :confused:

Quoted to fix the leak, which was coming through the seal between the wall and the flat roof, they said the felt and the flashing were fine so I thought they were just going to use the stuff on the join. I don't mind that it's all over but would have liked it smooth and not the impasto cake icing effect. :) Have told them it's not acceptable, will see what they say, don't know if this stuff can be smoothed off/rubbed down after application, it's been on 24 hours now and seems like they're not in a rush to come back...
