Fresh Skim Plaster - priming (with what)before lining paper

The walls were skimmed Today. Q1-How long should I leave before applying lining paper. Q2-Is sizing the wall adequate or should i use something else before papering. Thanks
 
Drying depends on site conditions. Plaster needs background heat and air to dry out. At least a week if your papering over (skimmed plaster) month or so for bondin/skim etc.. As a rule wait till plaster is same colour all over.
Size with glue size (traditional way) or dilute fungicidal paste , might be better if a vinyl is being hung.
